It depends on what you do. Many MEIs run their business with just the Gov.br account, no certificate, especially when they only issue service invoices through the national issuer. But to issue an electronic invoice for products (NF-e), the e-CNPJ certificate is usually mandatory, and the rule can vary by state. In other words: not every MEI needs one, but many end up needing it as they grow.
