It depends on their situation. In general, a foreigner with permanent residence in Brazil can open a MEI (individual micro-entrepreneur). Those with a temporary visa can only do so if it authorizes work; those just passing through, like tourists, cannot. In addition, the MEI only works for certain activities and has a yearly revenue cap. TF Con first checks whether your type of business fits within the MEI and whether your visa allows it. The revenue limit changes over time, so confirm the current amount with the TF Con accountant.
