Can a foreigner be a MEI here in Brazil?

It depends on their situation. In general, a foreigner with permanent residence in Brazil can open a MEI (individual micro-entrepreneur). Those with a temporary visa can only do so if it authorizes work; those just passing through, like tourists, cannot.
